The Torbay Threshold Matrix is currently under review by a TSCP Task and Finish Group with the plan to integrate the fundamentals of the Stable Homes Built on Love agenda with that of the revised Working Together to Safeguard Child statutory guidance. The new Threshold Matrix will be launched to coincide with the updated Early Help Strategy early on in 2024.
