Torbay Safeguarding Children Partnership

The TSCB works with local subgroups and collaborative arrangements with the other three South West Peninsula Local Safeguarding Children Boards (LSCB).  They also commission work through task and finish groups. Each Subgroup Chair reports to the TSCB Delivery Group.

The SCR subgroup ensures that a SCR panel is convened if a child dies or is seriously injured and abuse or neglect are known or suspected to be a factor in the child’s death. A panel may be convened if:

  • A child sustains a potentially life threatening injury or serious and permanent impairment of health and development
  • A child has been subjected to particularly serious sexual abuse
  • A child’s parent has been murdered and a homicide review is being initiated
  • The case raises concerns about inter-agency working to protect the children

The prime purpose of a SCR is for agencies and individuals to learn lessons to improve the way in which they work both individually and collectively to safeguard and promote the welfare of children.

In all cases the SCR overview report should be used to produce an executive summary that is made public and which accurately reflects the full overview report. The executive summary will include information about the review process, key issues arising from the case, the recommendations and the action plan (including any actions that have been completed).

Reports of SCRs are published by the Torbay Safeguarding Children Board.

The Missing, Exploited and Trafficked (MET) Subgroup is responsible for supporting strategic delivery of the multi-agency response to children and young people involved in or at risk of going missing, exploitation (including Child Sexual Exploitation), becoming trafficked.

The Quality Assurance Subgroup is responsible for quality assuring the child protection work being undertaken by the agencies of the TSCB. Reporting to the Delivery Group of the TSCB, the quality assurance subgroup is also tasked with advising the TSCB on any required action arising from audits and serious case reviews in order to improve safeguarding responses across the system.

The training, learning and development subgroup is responsible for determining and developing the training programme for the TSCB based on:

  • the needs of the workforce
  • local and national directives
  • learning from serious case reviews
  • directives from TSCB etc

The training, learning and development subgroup will also be responsible for quality assuring training programmes and is also tasked with monitoring of agency attendance at training and reporting to the Delivery Board of the TSCB.

This Subgroup is responsible for collating performance data for the TSCB, analysing this and providing a regular performance report to the Board.

The Safeguarding in Education subgroup will oversee the Board's decisions and recommendations relating to schools and early years settings, to influence and monitor the planning and delivery of child protection training to school and early years setting staff and to facilitate the sharing of 'best practice'.

The key purposes of the Family Online Safety Reference Group are;

1 – To support families and practitioners within Torbay to understand the importance of keeping children and young people safe online.

2 – Communicate to organisations, agencies and Boards the current trends, ways to stay safe online and the positives about the online world.

The group promotes best practice in staying safe online and ensuring that practitioners think about online and offline worlds when working with families in Torbay.
